New Applicants

Before conducting business in Louisiana, contact the Louisiana Motor Vehicle Commission (LMVC) to determine which license(s) are required. Based on the information you provide, LMVC staff will identify the necessary licenses and send the applications and instructions by email, mail, or in person—just let us know your preference.

If you need help completing the applications, our staff can schedule a meeting to assist you. In accordance with the Americans with Disabilities Act, we provide support in completing all required forms.

Please allow up to 30 days for application review after submission.

Follow LMVC Instructions and Checklist Carefully

Submit the completed application, required documentation, and a check payable to the Louisiana Motor Vehicle Commission (LMVC) as soon as possible. Contact LMVC staff immediately with any questions.

For licenses requiring a franchise agreement, you may submit a letter of intent from the manufacturer in place of the signed franchise agreement to begin the application process. This allows LMVC to determine whether protest notifications must be sent to existing dealers selling the same make, model, and classification in Louisiana. Please note protest notifications can significantly delay the licensing process.

Final license approval and issuance require a fully executed franchise agreement signed by both the dealer and manufacturer.

Contact the LMVC 60 days prior to any of the following changes:

Change of Corporate Name, DBA, Location, Ownership, Dealer-Operator, and/or addition of Makes/Models.

Do NOT sell or offer to sell makes, models, or classifications of new motor vehicles or recreational products for which no franchise and license to sell is held.

Do NOT offer to rent or lease or sell used motor vehicles or recreational products without obtaining a license.

The application and license fee for a salesperson, agent, or representative license must be received within 15 days of their hire date.

Salesman and/or Representative license must be returned by the employer to the Commission within 10 days of the termination of the salesman/representative’s employment.
